The spreadsheets are probably intended to tease out whether the number of indictments are total for the year thus far and therefore include (mostly) unsealed indictments - that was a concern earlier when that table of sealed indictments showed up. So it answers questions for those who wondered whether the big number of indictments were past-tense (Old news) but no, approx. 90% remain unsealed.

The United States code passed by Congress dictates what laws are prosecutable in the courts of the United States. A civilian who is not a member of the US military and does not fall within the UCMJ according to federal law is entitled to be tried in the US District Court . It is unlawful to attempt to try a civilian on a federal crime except as provided by law .

You have asked a good question and I was just discussing this with DH. He mentioned the large number and I commented that many may be for jaywalking and the like, some are likely very serious. It may be that one person has 10 indictments, thereby making the list less impressive. We will just have to stay tuned.
