Footage of police arresting a woman at a Saraland, Alabama, Waffle House shows authorities threatening to break her arm after tackling her to the floor. Chikesia Clemons, who reportedly refused to pay a 50-cent charge on her bill (for plastic utensils), is claiming that excessive force was used and is facing charges of resisting arrest and disorderly conduct.

Don't be so sure about topless women not being much of a deterrent, I'm thinking they haven't posted her picture for a reason. And if so, I appreciate that they haven't!
My main question about this is, why was he arresting her for not wanting to pay the 50 cent charge instead of for being topless in public. The last I heard Alabama was a conservative state, not liberal loony land where women wear obscene hats and go topless.

Cops were easy on her. I’ve seen them pick people up and throw them on their face to get them handcuffed.
They are open 24/7, you get served fairly quickly, and the food is better than a 24 hour McDonalds. We often stop at one when on the road heading to Florida.
I would guess that a lot of the "interesting" events occur during hours when Waffle House is your only choice.

Clemons can be heard saying she wanted a "corporate number" before saying, "You're not going to grab on me...for no reason."
The video then cuts to Clemons saying "I haven't done anything" as two police officers throw her to the floor. From there, Clemons says, "What are you doing?" and one officer appears to reply, "I'm about to break your arm, that's what I'm about to do."
A third officer appears to get involved as police hold Clemons down, with the woman's dress coming down at the top, showing her breasts. After turning Clemons around and handcuffing her, one of the officers asks Adams if she wants to "come fix her clothes."
The NAACP's Mobile branch said the video was "shocking." Mobile County NAACP President David Smith said in a statement that he and other members were "disturbed" by the way Saraland police officers handled Clemons during the arrest "in light of the current situation in our country–such as the arrest of two young black men at a Philadelphia Starbucks coffee shop.
