What is this?

I don't know what these are but they are installed every couple of miles around here. It is a big deal because an entirely new utility pole has to be installed which is at least 10 feet higher than the others.

That is weird. I have no idea what that is, but I think you are right to be concerned and call your utility company to find out what the hell that is. It is your right to know.

Probably some sort of microwave or radio relay device. The taller poles probably needed to get signal over curvature of the earth.
