We need to find some peat bogs up there! Lots of nice stuff preserved by them. Then we could explore for coal. Transport a bunch of O2 up there and burn the coal and pretty soon we could grow trees. An Apple tree or two.

THe thin air is a result of its lack of magnetic field and light gravity, two important things for keeping gases close to the surface, IIRC. The only way man could ever settle on the dust ball is to build shielded structures that are airtight, and of course heated.
