The only issue is that he often likes pictures of other women on Instagram and chats with them.

Liking is not cheating.

Chatting in not cheating but it does imply an attempt to make a connection that is troubling.

Instagram is actually just a dating site so if you are in a serious relationship both of you should delete your accounts.
