That's quite likely the case.
The question is, who besides Stanley Ann or BHO, Sr. would have requested the certificate in February 1964? And assuming one of them did request it, how, then, did it find its way to Orly Taitz? The only explanation I can think of is, her lawyer requested it on her behalf, and it got left behind in a file for someone to find.

It’s been documented time and again that a birth can be registered in Hawaii even if the kid isn’t born there.
So grandma Dunham registers the birth after getting word — phone call? telegram? — from Kenya, and the state Health Dept. or Vital Stats or whoever compiles a list of certificates issued and gives the info to the newspaper.
The address for the supposed Obama family was fake.
That newspaper announcement proves absolutely nothing other than the baby was born prior to it being published.

Why does it bother you, what do you think it should look like?
I see what I would expect, a professionly printed form with data completed with a typewriter. The top looks like it might have been torn from a pad (though it is hard to tell from the picture, plus it kind of “bleeds” into the side). It would have to be proven by a document expert.
I would also suspect (if the lawyers have their “stuff” together) that they are confident that the document is authentic (don’t ask questions you don’t know the answer to) and also confident in what will be found in London. If not they are likely to get tossed our on their Keister.... or worse.

That’s why I’m fond of calling her “Mattress Annie.” If we checked, I’m sure we’d find that she was a big “free love” advocate back in beatnik days. It appears that darkly-pigmented, Third World types were her specialty.
