    The law enforcement, medical, judicial and penal systems in the State of Pennsylvania need to be criminally indicted for conspiring and condoning egregious sub-human physical torture; denial of acceptable and reasonable medical treatment after arrest; denial of acceptable and reasonable medical treatment after imprisonment; denial of competent and reasonable legal defense; denial of exculpable evidence withheld by State Police during trial: and last but not the least the present day false imprisonment of a law abiding citizen who by happenstance was in the wrong place at the wrong time - beaten nearly to death three times thereafter.

    A Concord police officer who was fired a year ago for profiling Latino drivers next to a Mexican market is back on patrol with his old job. City officials approved Officer Jim Carroll's return last month following a favorable recommendation from an independent mediator.
