President Biden is weighing a wide-ranging supplemental funding request for roughly $100 billion that would include funding for Israel and Ukraine, according to people familiar with the matter. The sweeping measure would also include funding for border security and assistance to countries in the Indo-Pacific region, including Taiwan, the people said. WASHINGTON — The Biden administration announced Wednesday that it is providing $600 million in funding to produce new at-home COVID-19 tests and is restarting a website allowing Americans to again order up to four free tests per household — aiming to prevent possible shortages during a rise in coronavirus cases that has typically come during colder months. The Department of Health and Human Services says orders can be placed at COVIDTests.gov starting Sept. 25, and that no-cost tests will be delivered for free by the United States Postal Service.

The Biden administration announced Wednesday that it will make $4.6 billion available to help states, localities and tribes implement their climate plans. The funds represent the bulk of a $5 billion effort under the Inflation Reduction Act to help local and state governments cut their greenhouse gas emissions and air pollution. The administration has already put an additional $250 million to help them develop the plans. The Biden administration on Monday announced an additional $2.5 billion in climate resilience funds for the Federal Emergency Management Agency (FEMA). The funds include $1.8 billion through the Building Resilient Infrastructure and Communities (BRIC) competitive grant program and another $642 million through the Flood Mitigation Assistance program.
