Osama bin Laden's closest al-Qaeda lieutenant has been plotting a terrorist attack on the World Cup, Iraqi police said. According to investigators, Ayman al-Zawahiri, bin Laden's number two, was conspiring with an al-Qaeda operative who was arrested in Baghdad two weeks ago.
