A man suspected of supporting the Islamic State and planning a New Year's Eve attack in Rochester became a Muslim while serving in a state prison, Gov. Andrew Cuomo said today. Federal prosecutors on Wednesday charged Emanuel Lutchman, 25, of Rochester, with attempting to provide material support to terrorists.
