<p>HOWELL -- Voters in Livingston County's two cities will go to the polls Tuesday to elect city council representatives.</p>
<p>But little will change in either city.</p>
<p>Howell has the only contested race: Kirk Nagley is challenging incumbent council members Sue Dolato, Steven L. Manor and Donald G. Miller. Howell Mayor Geraldine K. Moen is running unopposed for another two-year term.</p>
