<p>13:32 PST WASHINGTON (AP) --  Former President Clinton abused his power by giving pardons to controversial figures like Marc Rich based on the recommendations of relatives and confidants, a congressional report says.</p> <p>"Clinton granted pardons and commutations to individuals who never would have received clemency but for the fact that they hired individuals close to the president to represent them," a House Government Reform Committee report said.</p>

<p>You have to give Bill Clinton credit for at least one thing: More than a year after his presidency has been consigned to the history books, he still inspires extreme emotions.</p> <p>The independent counsel investigating the Monica Lewinsky scandal issued his final report last week and it once again lined up the Clinton-bashers against the Clinton-admirer. There was not -- what a surprise! -- agreement on much of anything.</p>
