March 30, 2005 -- Kofi Annan was quick to declare that the latest interim report from U.N. Oil-for-Food detective Paul Volcker "has cleared me of any wrongdoing." In fact, it does no such thing. Rather, it only reaffirms doubts about the independence of the report. And the need for the secretary-general to quit. A careful reading of the 144-page document raises questions about why Volcker was so eager to give Annan the benefit of what clearly is considerable doubt surrounding the role of Swiss-based Cotecna and of Annan's son, Kojo, in the $60 billion scandal.
