SEATTLE -- Men from Washington and California have been arrested in plot to attack a Seattle military recruiting station, the Department of Justice says. Sources told ABC News a backpack in Melaku's possession contained a package labeled ammonium nitrate as well as spent firearm ammunition. Ammonium nitrate, a common fertilizer, can be used in explosives. The FBI later said despite the label, the backpack presented no immediate threat. A search of Melaku's nearby car also found no potential devices. Law enforcement sources said Melaku does not appear to have known ties to any terror organization. In addition to his arrest today, Melaku already faces pending charges in Loudoun County, Virginia, for a rash of vehicle break-ins, police said.

The 84-second clip appears to show a veiled boy bid farewell to his friends before approaching a group of children nearby and blowing himself up. Four men including former PNCR Member of Parliament Abdul Kadir were yesterday charged by United States law enforcement officials with allegedly conspiring to blow up the John F Kennedy International airport as well as tanks storing aviation fuel and underground fuel pipelines. Those charged with Kadir are former JFK worker Russell Defreitas, a Guyanese-born US citizen; Kareem Ibrahim, an imam from Trinidad; and Guyanese Abdel Nur. At least 25 people are reported to have been killed in an explosion on the Metro system in central Moscow, with a second blast coming shortly afterwards. The first blast happened at the city's central Lubyanka station, reports quoting security sources said. A second explosion happened at the Park Kultury station, Russian news agency Tass reported. Ten people were injured in the first blast, Tass said, quoting the emergencies ministry. The number of casualties at the second blast is not yet clear.
