Rowan, III, ruled last week that it is permissible to teach 8th and 10th grade Montgomery County public school students how to use condoms during anal and oral sex, as well as that homosexuality is inborn, even though in 2007 Maryland’s highest appellate court ruled there is no scientific basis for such a conclusion.
