<p>DINUBA, Calif. (AP) - President Bush chose a small Latino farming community pockmarked by blight and poverty and surrounded by dusty orchards and vineyards to deliver a promise to work toward toward making housing more affordable to the working poor.</p>

<p>DINUBA -- In this agricultural town in the San Joaquin Valley, where a 225,000-gallon water tower looms as the local landmark, there are some loyalties that transcend small-town differences and party politics.</p> <p>There is the hometown -- first and foremost -- and the pride people here share in their famous sons and daughters.</p>
