What if we did this instead of having this monstrosity DMV everywhere: Starting in 2012, insurance companies would issue your license plates or tags, and your driver's license too. They would pay a fee of $25 for each tag/license to the state and would charge you whatever percentage of the car's value (or whatever rate/amount is voted on by state residents). The DMV would largely be dismantled. Your insurance agent/adjuster would judge whether your car is road-worthy and how much you would pay, and whether you are eligible for a driver's license.
