SACRAMENTO, Calif. -- The same organization that spurred the recall of former Gov. Gray Davis has now set its sights on creating a part-time Legislature in California. Ted Costa and the group "People's Advocate" gathered on the west steps of the state Capitol Wednesday morning to announce the start of a statewide signature drive.
