A Petersburg minister whose Chesterfield County house was set on fire last month and sparked a potential hate crime probe has been charged with setting the fires himself. Chesterfield police arrested and charged Olander D. Cuthrell, 41, of the 7800 block of Little Ridge Court, on two counts of felony arson. Cuthrell is a minister at Good Shepherd Baptist Church in Petersburg. Mega mosquitoes known as gallinippers could invade Central Florida this summer as flood waters from tropical storms force the larvae to hatch this hurricane season. Entomologists at the University of Florida say the mosquitoes are 20 times the size of a typical mosquito, about the size of a quarter.  They also pack a painful bite, according to UF entomologist Phil Kaufman. Frail and vulnerable elderly people are being forced to rely on care in their homes from workers with convictions for theft and violence, an investigation has found.   Private care agencies, fulfilling contracts for councils across the country, have been employing convicted criminals to work in elderly people’s homes.
