Likely unconstitutional. Per SCOTUS:
The right to vote is protected in more than the initial allocation of the franchise. Equal protection applies as well to the manner of its exercise. Having once granted the right to vote on equal terms, the State may not, by later arbitrary and disparate treatment, value one person’s vote over that of another. See, e.g., Harper v. Virginia Bd. of Elections, 383 U.S. 663, 665 (1966) (“[O]nce the franchise is granted to the electorate, lines may not be drawn which are inconsistent with the Equal Protection Clause of the Fourteenth Amendment”).
I have lived in Maryland. This is huge. The bridge is part of the Baltimore Beltway. Now, traffic from I-95 North going South will have to travel the west side of the Beltway or go through town - the only way around it. Also, this will blockade the harbor for some time to come.

Maine is a great place to live. But, you got to love cold weather. Which means you have to be prepared. Like filling up your gas tank when you’re half full. You never know when you are going to have some kind of outage. Another thing, have cash. A lot of the small gas stations process their credit cards through telephone lines. If the lines are down, you can’t purchase gas unless you have cash.

I bought property in Maine this year and will be staying permanently. This wasn’t the worst storm they ever had, but it was pretty significant.
The closest big town of any consequence to me is Waterville and they have a big charging station area in the parking lot of the local grocery store [Hannaford’s]. Maybe 30 kiosks. When the power outage hit the State, Waterville was completely dark starting on Tuesday. Nobody could charge their vehicles. Same for Wednesday, Waterville was still out of power.
Today, power was back and every charging kiosk was used. And, there were at least 75 cars waiting for their chance to charge up.

Republican Governor Jim Justice is going to run away with the election. Last poll I saw had Manchin down 13. He just looked at the math and decided to pack it in.
