    Milwaukee County Board Commends BLM Group Linked To Violence

    Fourteen Milwaukee County supervisors have passed a resolution “commending” the Peoples Revolution protest/riot group. They say the organization – whose member was accused of discharging a gun at a police officer when a “protest” erupted in violence – has made the community “safer.”

    The supervisor who proposed the resolution, Ryan Clancy, also announced on Facebook that he had apologized to the Peoples Revolution.

    “Milwaukee County Supervisor Ryan Clancy presented The Peoples Revolution with a citation commending the group for reaching the 200-day milestone while apologizing for what he said has been a lack of action by the County Board on issues of importance to the protesters,” Clancy wrote (among other things, the group seeks the defunding of police departments and terminations of police chiefs.)
    The resolution is a “disgrace,” according to the head of the Milwaukee police union. . .

    Dale Bormann, Jr., president of the Milwaukee Police Association, which represents rank-and-file police officers, told Wisconsin Right Now: “Crime is out of control right now in the city of Milwaukee. The Peoples Revolution is not the organization that advocates peace. They stand at the lines and argue and fight with police. For the County Board to praise them is a disgrace and just plain dumb.”. . .

    The resolution leaves out the following information about the Peoples Revolution and its members:

    Ronald Bell, a Peoples Revolution member, is accused of a felony for allegedly discharging a firearm at then Wauwatosa Police Officer Joseph Mensah. Numerous individuals engaged in a confrontation with (Mensah’s girlfriend and Mensah) outside of the residence,” the complaint says. “During the confrontation, both (Mensah’s girlfriend and Mensah) were assaulted by numerous individuals and sustained bodily harm.” A second man, William Lofton, was also charged.
    Khalil Coleman, a key organizer of the Peoples Revolution, has ties to members and leaders of the Gangster Disciples’ street gang and is an admirer of Larry Hoover, the Chicago gang’s imprisoned founder. He claims to follow Hoover’s principles of “Growth and Development.”
    Vaun Mayes, a BLM leader who has shown up at Peoples Revolution protests, is facing federal charges in an alleged molotov cocktail plot to burn down a police station; court records say prosecutors allege he abused his mentoring responsibilities to children by allegedly “encouraging them to attack police and teaching them how to make Molotov cocktails.”
    Brian Thomas Anderson, who acted as a communications organizer for the Peoples Revolution and sent the group’s key demand letter to the City of Wauwatosa, is a felon and serial burglar who had open felony criminal cases in two counties at the time. He received a one-year prison sentence in October.
    John Larry, the Wauwatosa police and inequities committee chair, was captured on body camera threatening to knock out and slap ‘the sh*t out of’ a police lieutenant this August, according to the video and a citation that Wisconsin Right Now obtained via open records laws. Two other videos obtained by Wisconsin Right Now show that Larry went to the Wauwatosa police station to check into Ronald Bell and William Lofton after they were arrested in the shooting incident against Police Officer Joseph Mensah. In that video, Larry refers to Bell as a “brother of mine and the Movement.” Larry said: “I got word that two of our protesters, two Black males that participate in our protests, the Peoples Revolution’s protests were stopped and arrested here in Wauwatosa, and so I just made my way over here to see what’s going on…”. . .

Jacobson held that mandatory vaccinations were rationally related to preventing the spread of smallpox. Here, however, plaintiffs allege that the vaccine does not effectively prevent spread but only mitigates symptoms for the recipient and therefore is akin to a medical treatment, not a “traditional” vaccine. Taking plaintiffs’ allegations as true at this stage of litigation, plaintiffs plausibly alleged that the COVID-19 vaccine does not effectively “prevent the spread” of COVID-19.     U.S. economic sanctions relating to Russia and Ukraine have steadily evolved since their introduction in 2014 in response to Russia’s occupation of the Crimea region of Ukraine. The Obama administration implemented three types of primary sanctions: (1) traditional blocking sanctions against specific individuals and entities, which have been listed on the U.S. Department of the Treasury’s Office of Foreign Assets Control (“OFAC”) Specially Designated and Blocked Persons list (the “SDN List”); (2) an embargo against Crimea; and (3) “sectoral” sanctions prohibiting certain types of transactions with specific entities operating in particular sectors of the Russian economy, listed on OFAC’s Sectoral Sanctions Identification List (the “SSI List”).

    Following the election of President Trump, it was predicted that his administration might rollback these sanctions. Instead, in response to Russia’s cyber activity and continued occupation of Crimea, President Trump signed new bipartisan legislation on August 2, 2017.[1] The “Countering America’s Adversaries Through Sanctions Act” (“CAATSA”) codified existing sanctions targeting Russia issued through Obama-era executive orders, strengthened and expanded sectoral sanctions, and threatened the imposition of secondary sanctions for various activities that lack any nexus with the United States.[2] Members of Congress continue to pressure the administration to accelerate its implementation of CAATSA.[3]

    In light of the recent changes and increasing complexity in Russia/Ukraine-related sanctions, this memorandum provides an overview of the sanctions program as it exists today and outlines considerations for both U.S. and non-U.S. companies seeking to manage their sanctions risk.

    On April 6, 2018, the Trump administration imposed new sanctions on 7 Russian oligarchs, 12 companies they own or control, 17 Russian government officials, and a state-owned Russian weapons trading company and its subsidiary, a Russian bank. These specially designated national (“SDN”) designations came just over two months after the Treasury Department met its statutory obligation to provide Congress with a report (the “Report”) on Russian political figures and oligarchs as determined by their “closeness to the Russian regime and their net worth.”[1] The public portion of the Report identified 114 Russian senior political figures and 96 individuals characterized as Russian oligarchs meeting this criteria. The Report was “not a sanctions list”; however, Treasury Secretary Steven Mnuchin warned at the time that “there will be sanctions that come out of this report.”[2]

    Announcing the new sanctions, Secretary Mnuchin stated: “The Russian government operates for the disproportionate benefit of oligarchs and government elites. The Russian government engages in a range of malign activity around the globe, including continuing to occupy Crimea and instigate violence in eastern Ukraine, supplying the Assad regime with material and weaponry as they bomb their own civilians, attempting to subvert Western democracies, and malicious cyber activities. Russian oligarchs and elites who profit from this corrupt system will no longer be insulated from the consequences of their government’s destabilizing activities.”[3]

    The designations were made pursuant to Obama-era Executive Orders 13661, 13662, and 13582, as well as authorities codified by the Countering America’s Adversaries Through Sanctions Act (“CAATSA”). In conjunction with the designations on April 6, Treasury’s Office of Foreign Assets Control (“OFAC”) issued guidance and two general licenses to minimize immediate disruptions.

    Below, we summarize Treasury’s actions and their implications. As Treasury cautioned, not only are transactions with a U.S. nexus involving these newly designated parties generally prohibited, but non-U.S. persons also face the risk of secondary sanctions for knowingly facilitating significant transactions with these parties even without a U.S. nexus.

    Martin Leonel Perez Castro, also known as “Richard,” pleaded guilty today in federal court in Brooklyn to conspiracy to distribute cocaine internationally, intending and knowing that the cocaine would be illegally imported into the United States. The proceeding was held before United States District Judge Brian M. Cogan. Perez Castro, the commander of the Revolutionary Armed Forces of Colombia (FARC) 30th Front, a group that operated in southwestern Colombia, was extradited to the Eastern District of New York in June 2022. When sentenced, he faces up to life in prison. . .

    “As a senior FARC leader, Perez Castro used violence, power and notoriety to import tons of cocaine from Colombia into New York City,” stated DEA Administrator Milgram. “Today’s guilty plea reflects DEA’s unwavering commitment to hold all drug traffickers accountable and should send a clear message to drug networks across the globe that we will investigate and dismantle organizations that threaten the safety and health of the American people.”

    “This FARC senior official maintained a revenue stream that used extortion and direct sales to cocaine dealers to fund the para-military group. In his position, Perez Castro is responsible for distributing thousands of kilos of cocaine in and around the United States. Today’s guilty plea is the result of the great investigative work of DEA and IRS-CI Special Agents and incredible law enforcement partnerships globally,” stated IRS-CI New York Special Agent-in-Charge Fattorusso.

    As set forth in the indictment, court filings, and statements made in Court, the FARC’s 30th Front, led by Perez Castro, generated revenue by directly selling cocaine to drug traffickers or extorting payments from traffickers operating in the 30th Front’s territory. The cocaine trafficked by the 30th Front was later smuggled into the United States, Europe, and elsewhere. The 30th Front also attacked rival drug trafficking groups or Colombian government forces to protect or expand FARC territory. As part of his plea, Perez Castro will take responsibility for the distribution of more than 75,000 kilograms of cocaine. . .

    While a handful of oil company executives are financially supporting Trump’s reelection effort — given his consistent support for the industry — ExxonMobil executives are not. ExxonMobil CEO Darren Woods gave $35,500 to the National Republican Senatorial Committee and $10,000 to the National Republican Congressional Committee, but nothing to Trump. The same goes for other top ExxonMobil executives.

    Employees of ExxonMobil have actually given more to Biden than Trump, with nearly $112,000 going to the Democrat compared to Trump’s $69,000. The ExxonMobil PAC, meanwhile, makes 90 percent of its donations to Republican congressional candidates. Like many other major companies seeking influence with the newly elected president, ExxonMobil donated to Trump’s inauguration, giving $500,000.

    Oil and gas interests have given $13 million to Trump’s campaign and outside groups backing his reelection bid. Much of that comes from a $10 million donation to pro-Trump super PAC America First Action from Energy Transfer Partners CEO Kelcy Warren. That’s compared to less than $1 million going to Biden’s election effort from the industry.

    Those donations to Trump make up a relatively small slice of the oil and gas industry’s $97 million in donations to federal committees during the 2020 election cycle. Roughly 84 percent of the industry’s contributions to candidates go to Republicans. Major companies like Chevron, ConocoPhillips and Valero Energy make direct corporate contributions to GOP groups that focus on congressional races, but not pro-Trump groups. ExxonMobil doesn’t spend as much at the federal level, though it did give $650,000 to the Republican Governors Association last year.

    Once the belt is around your neck, very tough without training. Best defense is pre-emptive: know surroundings and exit routes, periodically glance your blind spots as you walk, avoid walking past places attacker can hide, basically keep them from sneaking up behind you. If you felt the belt before it was taut and you realize what’s happening fast enough (a big if), you could try to prevent it from tightening by grabbing the attacker’s wrists and/or the belt, taking a step back with one foot to avoid losing balance, pivoting so you’re facing them instead of being dragged backwards and then use any weapons or techniques you have, if you know how potentially you can force them to cross their wrists and unbalance them but again this last item would be hard without training. Recovery gets significantly more difficult once the belt is tight and they’re pulling you off-balance or you’re on the ground, but in principle you want to regain balance and leverage (whether from a standing or sitting position) so you can counter-attack and run. As she’s being dragged, if she sits and becomes dead weight to slow the dragging while grabbing the belt to relieve pressure on her neck, she has an opportunity to grab one of his wrists and the opposite ankle and unbalance him laterally, grab both ankles and knock him backwards, maim his Achilles tendon or calf or thigh muscles or dig her nails into his wrist to distract his attention from his grip. . .Some ideas just from looking at the video, but this is just brainstorming in answer to your question; would be best to practice with a partner at controlled speed to see what you can come up with that your muscles are going to remember in a real situation.

    Ackermann appointed the South African Eifel priest Stefan Hippler in the archdiocese of Cape Town; Hippler where he would be involved in the development and expansion of aid projects for AIDS-infected people – on behalf of the local archbishop. In the German Bishops’ Conference, he became chairman of the Liturgy Commission the Universal Church Commission. [8]

    Child Abuse Controversy

    While being the German Bishops Conference’s spokesman on child abuse issues he encouraged victims of child abuse to come forward, but later neglected actively to pursue investigations or impose harsh penalties.[9][10] Ackermann had to issue a public apology after failing to immediately suspend a suspected pedophile priest in 2011 yet ignored press revelations about seven other cases of priests in the bishop’s diocese who are suspected of having abused minors.[11] In January 2011, the police informed his office that a pastor from Saarbrücken, the state capital, had allegedly abused minors. According to the guidelines of the German Bishops’ Conference, prompt action had to be taken in such suspected cases, and the priest in question could be suspended until the accusations have been cleared up; nevertheless, despite these guidelines, and despite his status as the Church’s spokesman on abuse issues, Ackermann allowed one suspected pedophile to remain in office. The priest continued to celebrate Mass and even held a dedication ceremony for a Catholic kindergarten in the summer. In the fall, another ceremony was held to mark his 70th birthday.[12]

    In 2014, Ackermann said that the Roman Catholic Church should reform Roman Catholic sexual ethics. Same-sex marriages should be accepted and not be described as immoral[13]. . .
