Everything I have been reading and hearing indicates the new rule applies to tenants of all residential properties not just the federally subsidized properties.
I guess we have to wait and see what the courts do.
If the landlord just walks away, then I guess no one will be filing the eviction case. And if no one is paying the property tax, then the state will take over ownership of the property. But that could take years to finalize. In the meantime, free rent for years is my guess.
