So apparently the DHS printed out the ballots we use in the Federal election and laced the paper with Radioactive isotopes and other secrets, like Batman did in "The Dark Knight" to trace the Joker's cash. Unless that secret was compromised at the DHS, it should be easy to sort the wheat from the chaff in terms of fake ballots.
