that appears to be an indication of the utility picking up load in areas that are blacked out. They'll pick up a little, the lights dim. Tnen they wait for the generators to catch up - the lights brighten up a bit. Then they pick up a little more. And so on...

There was another person(I forget who, perhaps the MSNBC guy in DC?) who said the latest theory is that it was a lightning strike, but in Quebec(which would fit with the weather) that was the trigger, but not why the problem cascaded. The problem was that the operators made a big mistake instead of following proper procedures, calling in power from elsewhere in the system, which caused a problematic surge/imbalance. It all happened in 9 seconds.
