4. The Federal Statutory Background of the Electric Power Industry
The Energy Policy Act of 1992 In 1992, President George Bush signed the Energy Policy Act (EPACT). The Act substantially reformed PUHCA and made it even easier for nonutility generators to enter the wholesale market for electricity by exempting them from PUHCA constraints. The law created a new category of power producers, called exempt wholesale generators (EWGs).
The law has been hailed by industry analysts as one of the most significant pieces of legislation in the history of the industry.

8. The Role of the States in Promoting Competition
In 1999, Texas was the largest State to pass restructuring legislation. Governor George W. Bush signed Senate Bill 7 to introduce retail competition to Texas.(33) Retail choice will begin in 2002.
