I swear the French guy sounds like a school teacher making a plan for a failing student...they are proposing progress reports every 3 weeks.

1. Blix set a hierarchy of tasks
2. Report to UNSC every 3 weeks
3. Schedule for assessing progress -- 180 days or possibly shorter.
(In other words, wants to drag it out through the summer. )
France will not approve a resolution authorizing use of force.
