Saddam can hide things so effectively that neither inspectors nor the U.S. can find them. Therefore, the only thing we can go on is the honesty of Iraqi declarations and active cooperation. Once Iraq lies, as it has done repeatedly even since the passage of 1441, we can no longer rely on their declarations and active cooperation. Since we cannot rely on those, inspections cannot work.
It's blindingly obvious.

First 5 floors of Waldorf Astoria evacuated:
A bomb scare forced the evacuation late Thursday of the Waldorf Astoria hotel in New York where diplomats were discussing possible compromises for a final U.N. resolution on Iraq.
According to reports a suitcase with wires sticking out was found at the hotel, near United Nations headquarters on the east side of Manhattan.
U.S. Secretary of State Colin Powell was reportedly at the Waldorf Astoria Thursday night for talks with representatives from other United Nations Security Council members over a possible resolution.
The diplomats were in New York for a key meeting on Friday. Hans Blix, chief U.N. weapons inspector for Iraq, is scheduled to address a closed meeting of the Security Council starting about 10:30 a.m. Friday. DEVELOPING///

I am currently reading a book on the first Gulf War.
This has all happened before. The same posturing by the same nations - France making deals with Arafat to intercede on their behalf ... Russia holding a firm "Nyet" until the last minute ... etc.
One big difference, Bush 41 would not have gone without U.N. approval, Thatcher would have.
Villepin est un ver!

Is the French Weasel going to report why the French sold the Iraqi's spare Mirage parts in January around the embargo?
Sen Stevens of Alaska called it International Treason by the French when he spoke on the floor of the Senate.
