The Gulf Conflict - Diplomacy and War in the New World Order by Lawrence Freedman and Efraim Karsh
I took special pains to find a book written before the current conflict. I watch the media portray today's diplomatic struggles as if Bush 2 is a failure. This book disproves that theory. The diplomacy in 1990 - 91 looked just as ugly. Furthermore, diplomacy in 1990 was also sabotaged by France and Russia (USSR). Saudi Arabia almost kicked our forces out before the conflict even began because we started talking about "Democratic Reforms" in Kuwait. Saudi Arabia was content to have Iraq displace Kuwait if we insisted on democracy.
Quite an interesting read.
(I too have heard of the book you mentioned and look forward to reading it.)
