This is really all we need to know. The Musselmen are willing to accept the rule of law or their obligation to live within the strictures of our civil society. I haven't read the cases in some years, but, if I recall correctly, the ancient English procedure of outlawry is still technically available, although it hasn't been used in centuries. And if available under the Common Law in 1776, it may still be available in some states here (although not to the federal government).

Mahometans who are not will to swear (and adhere to) allegience to Britian (or the US) and its laws should be declared "outlaw" -- placing their persons and their property outside of the protection of the law and hence fair game to anyone without fear of retribution from the law.
