In what can be called a massive restructuring and combining of government agencies, President Bush addressed the country this evening and outlined his proposal for elevating the Department of Homeland Security to a cabinet position. In this new cabinet position, the following agencies will be consolidated into one mission, homeland security: the Coast Guard, the Border Patrol, the Customs Service, Immigration officials, the Transportation Security Administration, and the Federal Emergency Management Agency. In addition to sharing information among all of these different agencies, the Department of Homeland Defense will be charged with four tasks:
1. To control our borders and prevent terrorists and explosives from entering our country.
2. To work with state and local authorities to respond quickly and effectively to emergencies.
3. To bring together our best scientists to develop technologies that detect biological, chemical, and nuclear weapons, and to discover the drugs and treatments to best protect our citizens.
4. To review intelligence and law enforcement information from all agencies of government, and produce a single daily picture of threats against our homeland. Analysts will be responsible for imagining the worst, and planning to counter it.
The President urged Americans to call their representatives and encourage them to support the plan. Enjoy your daily dose of Dubya!

The bad thing is, I am so used to the Central Valley heat, I would freeze in SD in the summer! :)
On the Live Thread several people said that it came out in the *post-game* show that neither Karen Hughes nor Karl Rove knew about the plans until last week. We know that the President hasn't had time to work on this himself with all that he's been doing. So who could have formulated this plan and kept it from even the closest advisors to the President.
My guess ..... Dick Cheney!
Even before he started hanging out in undisclosed locations he was off the radar screen to a great extent. He has the organizational skills to come up with something like this. He is one smart cookie. Hmmmmmmmmm?
I believe this plan was put together a few months ago, GWB just fed the press and congress some leaks about what they were planning and the problems they were having organizing these bloated agencies and waited until the PERFECT time to play his hand.
That's my opinion, based on the way they have done things since day one. CHESS not CHECKERS

I also think there is another plan in the works. Since they have been doing things in incremental steps, I believe this is just one of many re-organizing plans to come. Next I believe we will here about a major cut in the departments, just like when corperation merge, they always cut the pork out of the two companies when they merge.
This waill happen, When you think of all the staffers and the other jobs that overlap in these agencies there has to be dead weight. Dubya just didn't want to announce all the news tonight. wait a few weeks while the RATS and our Pure Idealogs try to claim he is "Growing the size of Government so much that it's fiscally irresponsible" and he will defend his plans for a few days and announce the next plan of cutting 3 or 4 thousand government jobs w/ a generous severance package. WATCH! ...:-)

And when he phrases it that way, it's going to be hard for people to scream too loud about it ..... well, we know there are some who will scream but they won't get a lot of sympathy .... hehe!

Most of our relatives are in Oceanside and further inland. San Diego *is* beautiful. Love it. Talked to my hubby this evening about the possibilities of relocating through his work. Always a possibility. But you're right about the real estate prices. While our home price in the Sac area has zoomed upwards I'm sure it's not enough to buy a decent little cottage in the surrounding area. Never know though.

What's way cool is when the nut trucks tip a bit...then you can pretend to do squirrel things and pack up for the winter. And grapes...can't forget the valley grapes...from Lodi to Bakersfield I think.
