I missed the President's speech and it's taken me all night long to catch up on the Live Thread and the Dose ...... *pant!pant*

On the Live Thread several people said that it came out in the *post-game* show that neither Karen Hughes nor Karl Rove knew about the plans until last week. We know that the President hasn't had time to work on this himself with all that he's been doing. So who could have formulated this plan and kept it from even the closest advisors to the President.

My guess ..... Dick Cheney!

Even before he started hanging out in undisclosed locations he was off the radar screen to a great extent. He has the organizational skills to come up with something like this. He is one smart cookie. Hmmmmmmmmm?

Nope, It was Tom Ridge and Dubya together, They studied all the problems Ridge had trying to organize these departments and they came to the conclusion that they had to be re-organized. They took all the arm chair quaterbacks opinions along with the proposals from Congress and worked them out together with working with FBI and CIA Directors and devised this plan. Just a month ago President Bush made a remark about the problems with the Coast Guard being under the control of the Dept. of Transportation.

I believe this plan was put together a few months ago, GWB just fed the press and congress some leaks about what they were planning and the problems they were having organizing these bloated agencies and waited until the PERFECT time to play his hand.

That's my opinion, based on the way they have done things since day one. CHESS not CHECKERS

Tom and Dick, I suspect. (Nice that W has his own Tom & Dick team.) Look at that Thinker chugging away.

I see that I'm all alone holding down the fort, having gotten to the Dose quite late. But it's been nice reading everyone's input, even in the gloom of solitude. ;-)

I think so, too. Remember the shortened transition period that this administration was handed by the election 'contest.' I never heard one commentator offer one word of praise for the great job Cheney did with that. The Bush administration's first year was so far superior in every respect to the Clinton's that none of the media ho's want to call any attention to a comparison.
