I believe Portland was one of the sanctuary cities that Trump gave the required legal warning and 5-month period to correct their insurrection against the federal government (the 5-month period ending at the end of December). That means that the next time that city obstructs federal law enforcement Trump has met the legal requirements so he can order the belligerents to disperse and if they don’t within 72 hours he can lawfully send in the full military to take over the functions of the government from the belligerents and restore legitimate government there.
