I grew up in southern Illinois outside of St. Louis. Our Congressman, Melvin Price, was like that, and died in the saddle at age 83. In his later years, he never came home to the district, not even to campaign, because the seat was 100% safe. He would put up a couple of billboards to give the impression that there was an election, but that was it.
