If there really was an existential crisis, they would do everything they had to do to reduce carbon emissions, even if the Chinese cars were part of that effort. But, by restricting cheap Chinese cars, while forcing people to buy American cars, shows that Biden is caving to the unions. At the same time, he's squeezing them into making more EV cars, which is his appeasement to the climate activists.
He's really attacking American consumers on two fronts-making them buy EV cars they don't want; and forcing them to buy more expensive American cars.

EVs can’t be repaired inexpensively, so, keeping them around does not make sense. ICE vehicle repairs will be expensive in the future, but still cheaper than repairing EVs.
