OLYMPIA, Wash. (AP) — The Washington State Patrol says drivers are increasingly refusing to stop for troopers - and other law enforcement agencies also say this is becoming a common occurrence.
“Something’s changed. People are not stopping right now,” said Sgt. Darren Wright, a WSP spokesperson with 31 years on the job.
Steve Strachan and others in law enforcement connect the increase in failures-to-yield to passage last year of House Bill 1054, a sweeping police tactics law that, among other things, barred high-speed pursuits except in very limited circumstances.
The law was part of a package of police reforms majority Democrats passed in response to the murder by police of George Floyd in Minneapolis and other high-profile police killings — reforms aimed at addressing racial disproportionality in policing.
Minority Republicans in the Legislature criticized many of the changes, including the pursuit law, and said they jeopardized public safety.
Strachan said he doesn’t dispute the need for statewide rules governing police pursuits, but thinks the new law went too far.
Under the new law, police officers can’t give chase unless there’s reasonable suspicion to believe the driver is impaired or the higher standard of probable cause to believe they’re an escaped felon or have committed a violent crime or a sex crime.

I don’t know how anyone could be a LEO in a city with laws like that....why even bother?
Seriously, why would you stop for the police if you’re not required to? Can’t blame the reprobates for taking full advantage of a city which is tailored to meet their desires.
everyone in L.A. , even the illegals know they have to to the side for the cops to pass. It may mean the ghetto animals and BLM sympathizers are responsible..
IMHO it’s also comes down to KARMA. Back in HS, my classmates uncle would try to delay ambulances (no joke) as a prank. UNTIL his wife was in an ambulance and could not get to the hospital on time due to traffic. Everything comes full circle.

The then mayor of Tampa banned police chases. Very soon kids developed a game where they’d steal a car, then back it at high speed into a police cruiser and then speed off. Then, the mayor changed the order reauthorizing chases. The backup crash practice stopped almost instantly. The news showed a hilarious clip where a blond girl being cuffed cried. Stamping her feet she screamed, “You’re not playing fair! You’re not supposed to chase us!”
Whatever the rules are, the players adapt instantly.
In Tallahassee the city set up cameras at a couple of intersections to count the people running red lights. They calculated the cost of tickets times the number of people and set up redlight cameras secure in the knowledge this would solve their financial woes. After the first week they hardly ever issued a ticket. After a year of operating in the red they removed the cameras.
We’ve cultivated a culture of contempt for government in general. Can’t say it’s undeserved.
Expired tags and other non-moving violations are no longer cause to make a stop. It seems it’s all about indulging lower level criminality in an effort to create more of it.
Washington state is a lost cause.
