From an emergency declaration. The remedy is that 2/3 of Congress can override it. The courts have no say. At least under the old Constitution American used to be under.
There’s a clause allowing the President to protect the republican form of state governments.

These people don’t know the meaning of the phrase social distancing or sel-quarantine. Instead they’re taking off to other states, the Hamptons and upstate.

I know that this isn’t the same, but liberal politicians had no problem restricting their own state employees from traveling to other states because of social justice concerns. And there was no health emergency. So now, that there are genuine concerns for the public health, politicians are concerned about travel restrictions.
