Iran is believed to have deliberately avoided U.S. military casualties during retaliatory missile strikes on bases housing American troops in Iraq, following the U.S. killing of an Iranian general, according to U.S. and European government sources familiar with intelligence assessments.
The sources, speaking on condition of anonymity, said on Wednesday the Iranians were thought to have targeted the attacks to miss U.S. forces to prevent the crisis from escalating out of control while still signaling Iranian resolve in response to the U.S. killing of Iranian commander Qassem Soleimani in Iraq last week.

Iran fired with the intent to blow things up. They just lucked out and didn’t kill anybody due to early warning.

Only a ballistic missile with sophisticated terminal guidance is capable of deliberately missing.
Iran doesn’t have that.
They fired a cluster and they landed in a cluster.
1/4 mile accuracy at best.
They even hit 3 buildings.
Lack of casualties was due to advance and early warnings.
Iran simply lucked out. As did those on the ground.
I am not so sure about Iran’s accuracy. The attack on the Aramco facility was a direct hit on several large structures that were separated by a significant distance.

Note the round tank structures, middle right, were almost all hit with one missile each.

The Fateh-110 while based on unguided rockets has a guidance system of some unspecified type. Iran also gave Iraq advance warning.
So maybe what happened was, Iran targeted missiles to miss or knew what they would hit would be unoccupied, in order to strike back, save face, and not provoke a U.S. response at the same time.
The fatal-110 has a guidance system that was PERFECTED!
The Qiam was an innovation, and touted as evading radar.
When the attack started, US and Iraq forces took cover, and the attack was a devastating success. One Qiam missile hit and failed to detonate and a second only missed by 20 miles.
