FACT: ObamaCare was passed, using the original legislative vehicle, at 1:38am on 12/23/09 with 60 votes in the Senate. The House then approved that Senate Bill without changes; and in February 2010 created a secondary bill which created the opportunity for the Senate to modify ObamaCare using reconciliation for a lower vote threshold of 51 votes.

A clean repeal bill, meaning a law to repeal the entire ObamaCare construct only, would require another 60 vote hurdle in the Senate.
Republicans, while in the majority, only control 52 seats. Without 8 Democrats voting to approve a repeal bill, any House (Or Senate) bill that repeals ObamaCare cannot pass the Senate.
This is why Mark Levin is a con-man; selling snake oil as outrage to keep a listening audience angry, yet clueless and hopeless. Thats what I dont like.
A complete repeal of ObamaCare is currently impossible. The House Freedom Caucus can push all the repeal bills they want, but they cannot get a repeal bill through the Senate because they cannot get the 60 votes needed. Period.

If the GOP passes a RyanCare bill in 2016 that still keeps most of ObamaCare's most destructive provisions in place (and by this I mean the provisions that have driven medical insurance premiums up through the roof), then there isn't a chance in hell they're going to get 60 Senators in office in 2018. They'll be lucky to keep the 52 they have.
I'm OK with the incremental repeal as long as the mandates disappear (it looks like they almost certainly will) and eliminate the regulatory burdens that make insurance so expensive as to be worthless to most people anyway.

Seems the Republicans are a powerless majority right now. What sense does that make? Historic majority in the House, significant majority in the Senate, and the White House. If we can't get it done now, then when????
No such thing as a ‘constitutional’ filibuster. It wasn’t written in the Constitution other than in the penumbra of ‘the senate makes its own rules.’ They didn’t make it up until well in the 1800s and then it was used mainly, by Democrats, to protect slavery. What we recall as the ‘traditional’ filibuster was the marathon talkathons in the style of Jimmy Stewart. Where you could eventually wear down the minority. That was ended c. 1970 by Rat Senate under Mike Mansfield who replaced it with the current, painless to the minority, procedural filibuster. I’d nuke it back to the pre-Mansfield traditional filibuster. If we ever get rid of the 17th I’d consider nuking the rest of it.
That was never the Senate's function in the U.S. Constitution. It became the Senate's function through its own stupid rules. There's nothing sacred about a 60-vote majority in the Senate. You might have a stronger case for using the supermajority requirement in the Senate as protection against bad legislation if the place wasn't filled with so many @ssholes.

They only reason repeal is being coupling with a replacement bill is leverage. Just as they’ve done with “comprehensive immigration reform” - no laws will be enforced until we get our amnesty. Now they will not repeal ACA, only modify it. If they uncouple repeal they loose their leverage. The Uniparty holds this country hostage every damn time.

I’m afraid that would be a bridge too far even at this time. It would pass the House, but we wouldn’t even get 51 R votes for that approach in the Senate. I think the Rand Paul bill is the way to go right now. Health care costs need to start coming down yesterday, or we will be looking at single-payer in 2020 nationwide.
You make a valid point. Via the 10th Amendment, Insurance was typically regulated by the State Commissioner, until Obamacare came around. So everyone wants Medical Marijuana and States Rights? Well good, two can play at that game.
BTW the Product is an HSA w/ Direct Primary Care Tom Prices Bill HR2300 made it payable with your HSA dollars where as now, you only can do it through your Employer, not everyone can. DPC is the cost saver....

I want a straight repeal vote. If it doesn't pass, so be it; then the Trump administration should nuke all waivers and exemptions and force everyone to sign up for Obamacare then.
All Ryan is doing is giving GOP candidates the rope to hang themselves with in 2018 and jeopardizing their majority.
Like I said a million times: No Republican voted for Obamacare, so they are not obligated to try and "fix it" either. This notion that Republicans need to "do something" about replacing Obamacare is idiotic on its face. Let the thing implode on its own, and your precious Senate deliberations and process will be maintained.
I heard awhile back that the Parliamentarian told them they can only repeal part of it because it was passed through reconciliation. Well the Dems Parliamentarian told the Dems they could pass it through reconciliation so the Republicans should tell their Parliamentarian to shove it and vote to repeal. Lol

The bill unveiled today is only one of three phases.
First phase is tinkering with the financial mechanisms to make Obamacare more manageable. Second phases is HHS issues regulations that would reduce costs and begin a transition period to free market health care. Third phase is complete repeal of Obamacare.
First two phases can be done through reconciliation and implementing regulations.
Third phase will have to wait until you get that supermajority and as you pointed out, no guarantee it will happen.
