The bill unveiled today is only one of three phases.
First phase is tinkering with the financial mechanisms to make Obamacare more manageable. Second phases is HHS issues regulations that would reduce costs and begin a transition period to free market health care. Third phase is complete repeal of Obamacare.
First two phases can be done through reconciliation and implementing regulations.
Third phase will have to wait until you get that supermajority and as you pointed out, no guarantee it will happen.
Politics is the art of the possible.
I'm not terribly upset about what was rolled out today because I understand that this is a political process. I really believe both houses are going to end up passing versions of a bill that gets a lot of Democrat support -- mainly because nobody in reasonably good health can afford their 2017 premiums anyway and ObamaCare is basically dead for all intents and purposes.
i think the three phases is bs. the entire bill was passed in recon and has been declared a tax by scotus. go to recon and repeal this tax bill.
