Medicaid modifications are separate bills.
They only reason repeal is being coupling with a replacement bill is leverage. Just as they’ve done with “comprehensive immigration reform” - no laws will be enforced until we get our amnesty. Now they will not repeal ACA, only modify it. If they uncouple repeal they loose their leverage. The Uniparty holds this country hostage every damn time.
