Dear U.S. Attorney Hayes: This letter seeks to direct your attention to Island County elector Arcan Cetin (State VoterID: WA010648837), (CountyID: 717293) currently registered at 1353 Orchard Loop, Oak Harbor.
As a voters rights organization, it is our practice to research the voting habits of individuals like Mr. Cetin, who is both a non-citizen and a registered voter. Our office has uncovered Cetins apparent illegal voter registration and active voting history -- although he is a not a citizen of the United States, according to statements offered by Mount Vernon Police Department Lt. Chris Cammock.
As you know, 18 U.S.C. §611 prohibits any alien from participating in federal elections while the National Voter Registration Act of 1993 requires individuals wishing to register to affirm their U.S. citizenship. The Washington State voter registration form also expressly notes that those unable to attest to the same shall not complete this form.
According to most recent data available from the Washington Secretary of State, Cetin registered to vote on September 27, 2014 and proceeded to cast and be credited for votes in the 2014 General, 2015 General and 2016 Primary. His voter registration at the time of this letters submission is still listed as Active, according to public records.

Agree. There was a glaring omission in this letter. It should have asked what steps would be taken to assure that this foreign national under indictment for multiple murder will not be casting his ballot in the 2016 General Election for Hillary Clinton - as he publicly stated his intentions on social media. Cetin will (no doubt) still be warming a cot in jail when his mailed ballot arrives in October. Who is responsible for disqualifying his ballot and removing his registration?

According to police statement to the media, Cetin is a Turk who was brought to the U.S. as a child when his mother married a Navy enlisted man while he was deployed in the region. Arcan Cetin is a permanent legal resident of the U.S., but there is no evidence that he has ever been naturalized as a citizen.
Washinngton State residents do not register by party, but we know that Cetin posted on social media: “We Win I vote for Hillary Clinton”. That is indisputable and one can reach the very logical conclusion that he voted for Clinton in the Pimary election and plans to vote for her again in the General in November.
Especially in contested states, we need to repeatedly publicize the message that non-citizens who vote will be prosecuted, imprisoned for an extended period, and then deported and barred from re-entry to our country. We need to make it expensive for them and discourage this criminal behavior.
