House Speaker Paul Ryan (R-WI) has made clear he doesn't agree with a proposal put forward by Donald Trump -- whom Ryan has endorsed -- to ban Muslim immigration into the United States, but in an interview with the Huffington Post Thursday, Ryan floated taking a President Trump to court if he tried to implement such a ban or some of his other controversial proposals unilaterally.
“I would sue any president that exceeds his or her powers,” Ryan said in a back-and-forth about Trump's claims that he could implement a Muslim ban or build a Mexican border wall without congressional approval.
Ryan said he wasn't sure of the "legal question" of whether Trump could institute a Muslim ban on his own as president.
“That’s a legal question that there’s a good debate about,” he said, citing the 1952 Immigration and Nationality Act.
"On the broader question, are we going to exert our Article I powers and reclaim this Article I power no matter who the president is? Absolutely," Ryan said. He also said he discussed the limits of the executive power with Trump.
In the interview, Ryan said his endorsement of real estate mogul did not give Trump “a blank check,” and that he was still trying to achieve "real unity" between the presumptive nominee and his caucus.

Trump has not gone to war with Ryan, and Ryan is defending, albeit late in the game (although he has only been Speaker a few months) the federal branch of government in which he serves.
And, as I pointed out, Trump and Priebus were together yesterday. If there were a war between the leadership and Trump, Trump would be saying so.

Ryan and Obama both have jug ears. Just thought I’d point that factoid out. A noteworthy observation by another member of the Great Class of ‘98, lol.
It goes back much further. The same MO was in place with Bush. The most serious enemy combatant statutes were not drafted by Congress, they were drafted by the WH, and handed to Congress. I suspect a substantial amount of legislation actually originates outside of Congress, with Congress just being a "formality" or "processing body."
Congress is the ultimate accountability avoiding body. It shuffles decisions off to courts, admin law agencies, and even lawmaking is farmed out. This is not only a GOPee MO, the DEMs do the same thing. Congress is like a frat house, but manners have to be maintained when in view of the house mother (public).
Thank goodness there is still some patriotic Americans in our government that is not going along with the traitors. The media can try to hide this but this is high treason. It's going to get harder and harder for them to hide or they will be implicated in the treason as well.
If this gets airtime expect Moochelle and Obama to flee in AF1 to a non-extradition muzzie country.

I am not saying Ryan hasn’t found himself at odds with Trump; he has said as much.
But Trump hasn’t made a blatant attack on Trump, and Trump (as far as I know) hasn’t taken public offense at what Ryan has said.
I think both of them are playing along with each other, realizing that eventually they’ll have to work together.
If Trump gets offended, I’ll consider his reasoning. But right now this just looks like politicians positioning.

I’m certain there is more agreement than disagreement between Ryan and Trump.
There is a difference between political theatre and political policy. I think this drama is mostly the former, and not the latter.
