White House Version – President Obama has initiated an enhanced transition of power process through an executive order directed toward the assembly of a cross functional transition team from all cabinet members.
Regular Speak Version – In case Trump wins this thing we’d better have an efficient process in place for shredding the evidence, and keeping all executive leadership from prosecution.
Trump will fire all those czars. We’re not Russia. We don’t have czars to do what they will.

WASHINGTON — The Senate gave final approval on Tuesday to legislation aimed at smoothing the presidential transition process by directing federal agencies to begin high-level preparations six months before the November election.
The bill, which was approved unanimously by a voice vote, also lengthens the amount of time for which transition services can be provided by the federal government to 180 days after the president’s inauguration. Previously, such services were limited to 30 days.

I saw that as well, but there was one in October (9th?), which seemed more general in nature. I opened that one up and the page one formatting and info were almost identical to the one issued by Obama, though I did not read the details.
