Reading the actual quote, Daily Caller is inventing the “mandatory” phrase, and making it sound like a proclamation Trump intends to make is supposed to be binding law.

Not positive what you mean but the word mandating is the verb form of the adjective mandatory. I marked it below.

Neither do you, really. Looking at the actual quote, it doesn't appear Trump is talking about making the death penalty mandatory. Only that one of the first things he would do is send a world wide statement that cop killing should be dealt with via death penalty.
It's the usual anti-Trump folks making the leap-- because they didn't bother to read the article and just went by the headline-- that by "statement" Trump means "mandatory law."
That's not a Trump quote. That's the Daily Caller writing what it thinks Trump said. It's not supported by the actual quote they provide thereafter.
