Reading the actual quote, Daily Caller is inventing the “mandatory” phrase, and making it sound like a proclamation Trump intends to make is supposed to be binding law.
Not positive what you mean but the word mandating is the verb form of the adjective mandatory. I marked it below.

So this state/fed stuff.. So some posters are saying that cop killers are also tried by federal courts? Cause some states don’t use death penalty period.
