LOS ANGELES – Los Angeles prosecutors on Tuesday declined to file any charges against Bill Cosby after a woman recently claimed the comedian molested her around 1974.
The rejection of a child sexual abuse charge by prosecutors came roughly 10 days after the woman, Judy Huth, met with Los Angeles police detectives for 90 minutes.
The Los Angeles County District Attorney's Office rejected filing a misdemeanor charge of annoying or molesting a child under the age of 18 because the statute of limitations had passed.

Don’t know the particulars of her case, but for those claiming rape/sexual assault, it seems that the statute of limitations is different from state to state. For some states there is no statute of limitations for rape. In California, it appears to be 10 years. The American Catholic Church has paid a very high price for this and many have stopped attending
If the American church (the usccb) would crack a catechism and read an encyclical and tgen act obedient, they could count on a remnant but as it is much abandonment of principles has occurred and has bankrupted it in many ways
It coincides with what’s going on with the abandonment of the constitution since the same time which coincides with the docial and cultural acceptance of the practice of birth control

“Bill diddled my winking pink cupcake while I was sticking my tongue in his ear”, or some other airy accusation.

Those were civil suits, not criminal actions.
Some of the cases against the Catholic Church met that criteria. I don't believe the case against Cosby met that criteria.
This was a relatively recent change in California law.

If Cosby went to the extent of drugging, and having sex with a 15 year old girl, he is guilty of statutory rape in some states...being more than four years older, and without her consent, which cannot be given at that age depending on where it happened.
What she is becomes irrelevant.
