The topic of civil asset forfeiture has been high on our agenda recently as federal 'agents' discover how to steal Americans' hard-earned cash with zero repurcussions , and decide unilaterally how much cash a 'common man' is allowed to carry; but as The NY Times reports, the escalation to The IRS brings a whole new world of possibilities with regard asset confiscation based on no actual crime being proved...

For almost 40 years, Carole Hinders has dished out Mexican specialties at her modest cash-only restaurant. For just as long, she deposited the earnings at a small bank branch a block away - until last year, when two tax agents knocked on her door and informed her that they had seized her checking account, almost $33,000.
The Internal Revenue Service agents did not accuse Ms. Hinders of money laundering or cheating on her taxes in fact, she has not been charged with any crime. Instead, the money was seized solely because she had deposited less than $10,000 at a time, which they viewed as an attempt to avoid triggering a required government report.
Her money was seized under an increasingly controversial area of law known as civil asset forfeiture, which allows law enforcement agents to take property they suspect of being tied to crime even if no criminal charges are filed. Law enforcement agencies get to keep a share of whatever is forfeited.
Critics say this incentive has led to the creation of a law enforcement dragnet, with more than 100 multiagency task forces combing

Several years ago my car loan was paid off. It was an automatic deduction from a credit union and the deposit was an automatic deduction from my pay. I closed the account and took the balance of the savings account in cash, about 22 $100 bills. I started thinking of the forfeiture actions on the way home. I drove very carefully, not wanting to be stopped and searched. $2200 was more than the average person would carry.
If you have the receipt on your person from the local bank, I wouldn't think it would be an issue. You were probably more at risk at being robbed.
The receipt would be good in court if it came to a court case. An LEO could easily ignore it.

The IRS has been doing this sort of thing for decades. They’re just emboldened by a cowardly and increasingly looter Administration and Congress.
Actions like this will become more and more ubiquitous as the US economy spirals down the toilet.

The Institute for Justice is fighting this on a national scale, from a Texas town that essentially stopped anyone from out of town and seized all cash on the excuse it was drug money to Philadelphia having an office that pretty much takes the houses of anyone associated even remotely with a crime (grandson sells dope on grandma’s porch, they try to take her house).

I don't think there will ever be a "trigger pull" by the IRS. That would snap too many people's attention to them. Instead, it will be a slow, incremental encroachment, as we've seen these last few decades. By the time anyone realizes we're screwed and want to take action, it'll be entirely too late.
