Those in the CIA Annex requested permission to aid the consulate. Were told to stand down at least twice. Went anyway after being told to stand down the second time

Jennifer Griffin just reported that every request for permission/authorization to aid those in the consulate was denied. These requests were not just made by those in the annex, but several units that had mobilized waiting for the go.
All requests to offer support was met with “STAND DOWN”
God Almighty.

are there any sources for this claim? I heard the Fox News correspondant state 3 denials, and thought I heard it was from the CIA itself, but only caught the tail end of the report.
