This weapons killing power is well known. Sometimes called the poor mans assault rifle, the Mini-14 was reportedly the weapon of choice of Anders Behring Breivik, the Norwegian mass murderer who shot 69 mostly young people to death last summer.
The NYPD said the Ruger is so powerful, it could have pierced the ballistics shield carried by the first officer through Foxworths door.
A firearm this potent should be banned everywhere in the United States. No exceptions. But the federal assault weapons ban expired in 2004, and gutless congressmen under the sway of the National Rifle Association have failed to re-up it.

Before the boating accident, I had a Mini-14. If I had sawed off the barrel, would it have turned into an awesome killing machine? Maybe the .223 would have magically turned into an evil 50 cal?

The early 70s version Colt SP-1 I have is exactly like the original AR-15s shipped to the AF for Vietnam in 69. No forward assist or case deflector, semi-only...barrel has a 1/12 twist...slow turner - ammo tends to tumble once it hits vegetation. Meant to incapacitate the enemy forcing them to divert resources... I don’t know what an SS-109 would do with a ‘shield’ or vest, honestly. But, I do know what a 30-06 black tip will do.
Depends on the state. Here in WV, it’s perfectly legal to hunt deer with a .223.
But, I’ll agree to a total ban on firearms as long as there are NO government or military exemptions. NONE AT ALL.

I bought my first Mini-14 back in 1976 ($145.00) when they first came on the market. Nice rifle but needed lots of improvements.
Then you could not find one anywhere for several years as they were being bought by the French for their police force.
