Nothing nefarious. Probably to brighten and make it easier to read, send, or fax so as not to cause damage to the original document. I would sure like to have a REAL forensic analysis of the paper and whatever old prints might be on this thing. It is a copy of he same document. The one you just posted is even more startling. It does look as though someone had this put away for a very, very long time.
I posted on an older thread a long time ago that whoever had this thing would release it if obama got too far out of line or lost his usefulness.

Chun, Kerr, Dodd, Beaman & Wong, with great sadness, reports the passing of one of its senior partners, George L. T. Kerr.
George Lambert Tickner Kerr was born December 18, 1933, in Englewood, New Jersey. He graduated from the Manlius School near Syracuse, New York, in 1951. He earned his A.B. degree in German and English at Hamilton College in Clinton, New York, in 1955. He then attended Syracuse University College of Law, graduating in 1958. In the same year, he completed U.S. Navy Officer Candidate School in Rhode Island and was assigned to the 14th Naval District Legal Office, Pearl Harbor, where he served as a judge advocate.
After leaving the Navy in 1962, Mr. Kerr went to work as an attorney for Henshaw, Conroy and Hamilton, where he became a partner. In 1970, along with Ed Chun and Bill Dodd, he founded the firm today known as Chun, Kerr, Dodd, Beaman & Wong. Mr. Kerr specialized in business, corporate, securities and financial institutions law, and was one of Hawaiis leading authorities in these areas. He received an AV rating from Martindale-Hubbell Legal Directory, and was also named in The Best Lawyers in America as one of only seven Hawaii lawyers in that publications section on Corporate law.
Over a 20-year period, Mr. Kerr served as an arbitrator for securities and arbitration associations. He taught Securities Regulation Law at the University of Hawaii School of Law from 1975-1976 as a visiting professor. He had also been an instructor in English, German, Commercial Law and Real Estate Law for the American Institute of Banking, U.S. Armed Forces Institute and others from 1960 to 1974. He was a member of the Hawaii State, New York State and American Bar Associations and was admitted to practice before all Hawaii courts, the U.S. Court of Appeals for the Ninth Circuit and the U.S. Supreme Court.
Mr. Kerr spent 24 years as a trustee of Le Jardin Academy in Kailua, and chaired the Board of Trustees from 1975 to 1987. He served as a moderator of Central Union Church from 1976-1977, and in 1997 was elected a trustee. He served on the board of directors of the Hawaii Conference United Church of Christ from 1976-1979, and was chairman in 1978-1979. He also was finance chairman of the Republican Party of Hawaii from 1991-1994.
Diagnosed with prostate cancer in January 1994, George devoted himself to helping other men with the disease. From 1995 until his death, he was regional director for US TOO! International, a prostate cancer support group network. He headed two prostate cancer support groups on Oahu, and started other groups on Maui and Kauai. In 1997, the American Cancer Society honored him with its Patient Service Award for his volunteer work. George died on August 20, 1998, at Saint Francis Hospice in Honolulu, just eleven days after being interviewed for a TV documentary on prostate cancer. The hour-long program was nationally broadcast on public television stations in June, 1999.
George Kerrs death is a great loss to our firm, to the legal community, and to his wife, Elspeth (Eppie), and his two children, Keoki and Sissy. His intelligence, humor, and strength of character are sorely missed by everyone who knew him.
Of course the name is real. Just because some bot said it meant earth friendly lavender means nothing at this point.
I searched for a few hours today and found one lame reference to Kenya as "The Republic of Kenya" prior to Dec of 1964. They just didn't call it that until Dec of '64. They spoke of Kenya *becoming* a republic, but didn't call it that.

Where would the original go. Kenya or zanzibar?
Just solicit copies of extant forms of the same type from a small pool of 45-year-old Kenyan nationals or Kenyan-born naturalized citizens with the document, pay them a small fee, half up-front, half upon receipt. Assume a certain percentage of received copies will be fradulent.
Once a specific similarity pattern develops - say, 10 forms received, six match a common format, common registrar names, consistent form numbering, 2 are similar but unline the others, and a third is unique - you've got your culled sample pool.
Using that pool as a base, the purpoted Obama document must match the following criteria:
A) Its numerical sequence number of 47,044 will bear logical relation to other certificates, from which the sequence pattern will have been ascertained (probably incremental, and according to date of issue)
B) The Registrar officials' names will match. Account for possibility of replacement of such officials - as long as the continuity is retained within the pool, this is fine.
C) All of the printed details - "Republic of Kenya", typeface, seal, ancillary details of the printed portion of the form - match. Here we might be able to risk an assumption: a very low probability that the form itself changed at some point during the year.
If such documents are obtained on-the-ground, collusive disruption efforts to flood the pool with multiple documents of a common fraudulent type would be be almost impossible.
This would be difficult to accomplish with high-confidence result using the web alone. It would require a trip to Kenya on a fact-finding mission. But it would answer the question of authenticity one way or the other with an extremely high probability of accuracy that would be extraordinarily tough to refute by either side.
I'm 90% sure that the president is legit, but I do think he's hiding something else that's damning. I just wish people would get off the whole *birth* thing and just keep digging to see *what* that man is hiding.
I also don't think that it'll matter if we found out conclusively that he was born in Africa. I don't think that it'll matter if we find out that he was legally adopted by his step-father. They're not going to dump him one way or another.
But if we find out that he committed fraud by claiming to be a foreign exchange student to get scholarships.... Something like *that* might make a dent in his shiny armor.

Yes, that member was trying to be helpful. Maybe there is a way to label these things to cut down on the confusion. A note across (or above) the top saying “manipulated image to highlight lettering” or something similar might help.
